At the company's I've worked for, it was usually someone under management on my level would say something that amounted to: "I've got a pretty good idea that should be efficient!"

 

At which point a manager would say: "I bet I can make it inefficient!"

 

And then another manager would say: "And I can make it ****tier!"

 

And the rest of us would learn that the key to eliminating frustrations was to, when we had an idea, just enact them and not tell management until it was done.
