Who have the better winning track record in GM jobs?

In that critical article of Otis job handling it was quoted there was a disadvantage on being a former basketball player versus being a professional administrator. Which GM ran all those running dynasties of basketball like Celtics,Chicago, Detroit and LA? How much the winning record is the Coach or the GM?Let me hear your opinions on this.

I reviewed some opinions from the web about what criteria should be used in classifying an NBA GM as successful and there was not much info.

In general Forbes and other bussiness type of press mentioned three major criteria, winning percentage, size of payroll and relative improvement of team compared to predecessor. It was interesting Championship rings were not considered here. No mention of profitability of team to owners or efficiency of drafting or free agency deals mentioned here either. No manager was evaluated until three years experience was obtained. Maybe we should wait and see how the team performs and we may be that all pessimistic fans like me should be patient and wait and root for the team. I've posted some links you may like to read.
