Also says it must be an agreement between the league and it's players.  Also Silver says from a league perspective it is about player development BEFORE they become NBA players.  Yes coming out of high school will be included due to the players and legal considerattions.  My point and article affirms the fact that the league (Silver and owners) not happy and see the system as broken.  As does the NCAA.  Lots of issues on the table (G league, 20 year old eligibility, etc.)  Changes are coming!
